Below is a picture of all the parts:  I will use the small piece of coraplast with the pins to extend the sign so I can draw my 13 inch arc which is offset 2 inches.  Then I use it along with the protractor and a straight to draw my 15 deg, 30 deg and 45 deg lines on the flag which I use to line up my tape and paint.
I use the 5/32" rod for the center support and the 1/8" rod for the indicator and counter weight rods. 
I might go to all 5/32" now that I would that it is available at Welding Stores in Stainless steel!
